Impasse
In the 3rd book which I’m currently rewriting sections of, there is an impasse. The government has fallen in the UK and the usurper government has agents up and down the country, as they do in China, from where they learned how to do it.
The exiled government sends teams back into the old country, from one of the former dependencies, an island, to disrupt and destabilize, to pave the way for a return of the legitimate government and these teams comprise loyalists to the elected, exiled regime. Trouble is, their contacts can’t be used because it’s impossible to know who is loyal any more and who’s been turned.
These three cells have specific functions once they come in – one blows up a masonic hall, by the way and takes out three of the new cabinet. Right – so it’s got to the point where one cell knows that the third cell is walking into a trap and needs to communicate with them. Trouble is that the rule was not to communicate.
How to communicate the danger to the third cell? The borders are virtually closed, travel is only by pass in the UK, the illicit government has started chipping everyone in order to eat and drink – it’s almost impossible to move around, people are offered many food ration tokens to rat on any of the insurgents/freedom fighters/resistance/whatever.
Cyphers can be broken, codes are cumbersome, even one-offs, travel, phone, text and email are all out. How can they do it?

Surely on a need to know basis, each cell should be totally unaware of the existence, structure, membership, and aims of the other cells.
Anything less and the whole ship sinks….
By a network of trusted people. I can only say that based on the (true) book I am reading now which is quite amazing me.
It doesn’t equate in anyway to your scenario apart from the fact that in extreme circumstances to achieve your goal you have to know the people you can trust. Then trust them and move on to your goal.
Cell 1 pretends to be a govt surveillance unit to put the willies up cell 3?
Cell 1 sprays graffiti – GETFOOH (= Get The F**k Out Of Here) across the street from Cell 3′s safe house?
All cells have a common emergency hidden-in-plain-sight dead letter box (e.g. a prominent monument) that can be defaced to indicate “drop everything and run” – this may be prone to false alarms but is better than being caught?
